The article discusses the features of German development programs to the states of the Middle East and North Africa (MENA) on the example of Egypt. The author examines German-Egyptian cooperation for security and development after the revolution of 2011 Particular attention is paid to assistance programs in improving public administration and promoting democracy, implemented both through the government line and through the German political foundations.
